Drs. Debbie Parnes and Courtney Rubin lead Phamily Orthodontics, a women-owned and operated orthodontic practice with two locations along the Main Line. The doctors first met their freshmen year of college at Cornell University and after several more years of education and practice experience, they united to provide orthodontic care to the Chester County community and its neighbors. The practice offers orthodontic services to both children and adults - patients ranging from age 6 to 80! In addition to their dedication to clinical excellence and utilization of the latest technology available, Drs. Parnes and Rubin are also known for creating a warm, relationship-driven environment for both their patients and their team.
Every member of Phamily Orthodontics is committed to treating patients like Phamily - from the initial consultation through the delivery of retainers - patients can expect individualized attention to their specific treatment needs and a devotion to providing excellent results. Outside of the office, Drs. Parnes and Rubin are passionate about supporting fellow small businesses and have enjoyed the connections made through the Chester County Chamber of Commerce.
Phamily Orthodontics also gives back to the local community through annual sponsorship of school fundraisers and youth sports teams, as well as the participation in and support of local community events. Drs. Parnes and Rubin are active providers to patients of the Children's Dental Clinic, located in both the Great Valley and T/E School Districts, and enjoy visiting local schools to educate students about the importance of healthy, confident smiles. After all, helping patients achieve healthy, confident smiles is at heart of everything Drs. Parnes and Rubin do.
“To be recognized as Small Business of the Year is incredibly humbling. Our goal has always been simple—to treat every patient like Phamily—and we are so grateful that the care we put into our patients and community each day is what’s being celebrated. The leadership supporting CCCBI creates that same sense of "phamily" among its members, inspiring us to stay involved, connect, and collaborate with other local businesses.”
We invite our Members, friends of the Chamber and our business community to join us as we recognize Phamily Orthodontics and their eight fellow honorees!

The PA House Finance Committee approved House Bill 2300 and House Bill 2305 on Wednesday, both of which aid small business and non-profits with state sales tax problems. HB2300, introduced by Rep. Johanny Cepeda-Freytiz (D-Berks), was passed 23-3. It codifies a pilot program in which the PA Department of Revenue can mandate that a business pay sales tax remittances immediately through software instead of on a deadline system. The bill applies to businesses owning more than $5,000, that have a lien against them, and that have missed 3 consecutive payments.
HB2305 was passed unanimously by the committee and provides a temporary exemption from sales tax on necessary supplies purchased by new non-profits. In the status quo, new non-profits are assessed taxes they would otherwise be exempt from while they obtain proper documentation proving their public charity status. The bill gives new non-profits a two-year window to obtain their exemption. Both bills will now be considered by the full House.
Additional updates to tracked legislation:
-
The PA House passed BH2150, which would require data centers to report the amount of water and electricity they use, as well as HB2051, directing the State to produce model ordinances for municipalities to utilize, as previously reported.
-
The House also passed HB2233, requiring the instruction and use of advanced transmission technology (ATT) on existing electrical transmission infrastructure, as previously reported.
