Legislative Update

Capturing the Headlines

  • The House passed Gov. Shapiro’s $53.2 billion budget last week, with a handful of Republicans joining Democrats in the 107-94 vote. Republicans are critical of the proposal’s spending, which include a $6.7 billion structural deficit. The bill includes a proposal to raise the minimum wage to $15 and would fund some of the spending through new taxes on skill games and legalized marijuana. Republican leadership, including Senate President Pro Tempore Kim Ward (Westmoreland) and Senate Majority Leader Joe Pittman (Bedford), released a statement saying “We continue to have profound concerns about the level of spending in the budget proposed by Governor Shapiro and passed by the House today. Moving a budget plan forward is an important step in the process, but much work remains to reach a final agreement which respects taxpayers both now and in the future. We will continue to fight for a more fiscally responsible spending plan that better positions our Commonwealth to grow and prosper, without placing unreasonable financial burdens on Pennsylvania families and taxpayers.” Senate leaders now have an opportunity to introduce their own version.

  • A bipartisan group of governors expressed their support for streamlining permit approvals in a meeting of the National Governors Association in Philadelphia last week. Governor Shapiro emphasized his administration's support for speeding up the permitting process in Pennsylvania, specifically the tradeoff between quicker processes and subsidies. “Oftentimes, we are incentivizing economic development in our states, with tax cuts, or with direct subsidies, usually to cover for the period of time the business can't get up off the ground and they're losing money on the deal,” he said. “We'll actually provide fewer subsidies if we can get to market quicker. That saves taxpayers' money.”

  • The Shapiro Administration has taken an unusual approach to blocking two proposed ICE detention centers by issuing administrative orders requiring DHS to comply with state environmental laws — particularly regarding water and sewer capacity — rather than filing lawsuits like Maryland, Michigan, and New Jersey have done. DHS has appealed the orders, but experts say the process could drag on for several years if contested.

Member Spotlight

The Camphill School

Since 1963, the school has been a place where children and young adults with intellectual and

developmental disabilities are supported, celebrated, and empowered to grow. Our mission is rooted in creating wholeness through education, extended family living, and therapeutic support. The result is a community where students are not only understood but truly seen for their strengths and potential.

A Unique Approach to Learning and Living
Serving students from first grade through age 22, The school offers both day and boarding programs, as well as a Transition Program for young adults. Boarding students become part of on campus homes where they live alongside long term volunteers who share daily life with them. This extended family model helps students gain confidence and social grounding that supports them at school, at home, and in their future adult lives.

Education That Connects Hands, Heart, and Mind
Classrooms are lively, creative environments where academics and the arts work hand in hand. Students learn through hands on activities designed to build both practical and interpersonal skills. Every lesson is crafted to support the whole child. At Beaver Farm, the school’s Transition Program, students ages 18–22 participate in prevocational activities including land stewardship, animal care, organic farming, crafts, catering, flower growing and more—alongside classroom instruction and individualized therapies.

On Friday, May 29, The Camphill School will host its annual gala at its stunning student run flower farm, Foxfield Flowers, in Phoenixville.

The event is a celebration of community, student achievement, and the school’s mission. Guests will enjoy an evening surrounded by blooming fields and the joyous spirit that defines Camphill life. The gala also provides vital support for tuition assistance and the school’s unique programs. Join us!
